In the Commonwealth of Virginia, there is a unique jurisdictional structure where “Independent Cities” operate completely separately from counties. In Northern Virginia, there are five primary independent cities that function with no county jurisdiction.


The Independent Cities of Northern Virginia

Alexandria (City of Alexandria) Alexandria is the largest independent city in Northern Virginia. While it is bordered by Fairfax County and Arlington County, it is a self-governing entity. It is important to note that many areas in neighboring Fairfax County use an “Alexandria” mailing address, but only those within the city limits are subject to the City of Alexandria’s specific tax rates and school system.

Falls Church (City of Falls Church) Often called “The Little City,” Falls Church is the smallest independent city in Virginia by area (roughly 2.2 square miles). Despite its size, it operates entirely independently of Fairfax County. It is known for having its own elite school system and independent permitting processes.

Fairfax City (City of Fairfax) Not to be confused with Fairfax County, the City of Fairfax is a six-square-mile independent jurisdiction located in the heart of the county. While it serves as the county seat for Fairfax County, the city itself is not part of the county government. Residents here pay taxes to the city and attend City of Fairfax schools (which are managed via a unique services contract with the county but remain a city entity).

Manassas (City of Manassas) Located within the geographic footprint of Prince William County, Manassas is an independent city with its own historic district and government. Like Fairfax City, it serves as the county seat for its neighbor (Prince William) while remaining administratively separate.

Manassas Park (City of Manassas Park) Manassas Park became an independent city in 1975, separating from Prince William County. It is a high-utility residential hub that maintains its own city services and infrastructure.
